STRUCTURE
- A
council, composed of professed members, shall make all decisions by majority
vote of those present, on behalf of the association, in accordance with the
terms of this constitution, and the council shall have the authority to
implement such decisions through its officers, or as the council, by a
majority, may determine.
- When the number of
professed member of the association is less than ten, all professed members
shall be members of the council.
- When the number of
professed member of the association is ten or more, the professed members
shall elect from among themselves a council of not less than five members,
by a majority vote.
- The council, if
elected, will be constituted for a period of one calendar year.
- In January each
year, the council shall elect by majority vote a convener of the council for
that year, and any other office bearers, such as secretary and formation
guide, that the council shall deem necessary for the work of the
association. The same person may hold more than one office at any one time,
except that the offices of convener and treasurer shall never be held
simultaneously by the same person. Office bearers may be co-opted, by the
council by majority vote, from among members in formation. In that case,
such co-opted members attend council meetings and are heard, but they do not
have a vote.
- In any calendar year
the council should meet for council business on at least two occasions.
- The chaplain
appointed by the Order to the association is ex officio a member of the
council with full voting rights. His/her membership is extra to the number
allowed.
- The number of
members required for a quorate council meeting is three. In council votes
that are tied, the elected convener has the casting vote
- Any votes concerning
membership and formation shall be secret. In other circumstances, voting
shall be secret if requested by at least two professed members present.
